Management ArrangementThe project is being implemented under the National Implementation Modality (NIM). The Project Management Unit (PMU) under the leadership of National Project Director (NPD) is responsible for the overall management of the project. The Joint Secretary of the MFSC is the designated NPD. The NPD is supported by a team of professional staff including National Project Manager (NPM), Wetland Biodiversity Specialist (WBS), Gender, Monitoring & Communication Officer (GMCO), Knowledge Management Officer (KMO), Admin & Finance Associate (AFA) and Driver.
Similarly, for field operation, a Field Management Unit (FMU) comprising of Field Manager, Social Mobilizers and Administration and Finance Assistant is operational at Koshi Tappu Wildlife Reserve (KTWR) & Ghodaghodi Lake Area (GLA).
In order to make necessary executive decision, a Project Executive Board (PEB) has been formed under the chairpersonship of NPD, with representatives from DNPWC, DoF and UNDP. The NPM serves as the Member Secretary.
At the central level, the Project Outcome Board (POB) chaired by the Secretary, MFSC with representatives from various organizations is responsible for policy and strategic guidance. The NPD acts as the Member Secretary of the POB.
The Field Management Unit (FMU) is responsible for the implementation of activities at the local level as per the guidance of PMU. FMU is guided by Field Management Committee (FMC) to undertake site level interventions. The FMC is chaired by the DFO and the Warden in GLA and KTWR respectively. Members in the FMC include the Field Manager and a representative from CFUGs (Community Forest User Groups) in GLA and the BZMC (Buffer Zone Management Committee) in KTWR.
At the field level, a Field Advisory Committee (FAC) provides strategic guidance and coordinates with relevant stakeholders. The FAC is chaired by the Chairperson of District Forest Coordination Committee (DFCC) in Ghodaghodi Lake Area and by the Chairperson of BZMC in Koshi Tappu. Other members come from the District Forest Office (DFO), District Development Committee (DDC), Village Development Committee (VDC), Regional Directorate of Forests, Field Manager and other projects working in the area. The DFO and Warden act as the Member Secretary respectively in the GLA and KTWR.
